Not able to fill the API Key request form. Pop -Up message says "To fill out this form, you must be signed in."

On clicking the link given on Devpost hackathon page, form is opened but a pop-up message keeps coming repeatedly saying "To fill out this form, you must be signed in." On clicking the button"Sign In" same pop-up window keeps coming. Please let me know how to procedd
